What about introducing instead of the council a real senate? A senate, which can make decisions, like extra taxes or events.

an interesting idea, myself I'd like to see the senate used also as a buffer against any race getting to big or going genocidal against other races. That a senate can be called and you (or a NPC faction) can be accused of 'crimes against sentients' any race that votes in favour of the motion declares war on the aggressor, abstain stay neutral or vote against can be accepted as allies. Shake up the galaxy something fierce like
