Easy when you build up High Tech Buildings in the Queue you can Queue the LowTech Building aswell, so you have a Star Fortress, Battle Station, Starbase as Defence when you build them one after another, same for Autolab, Research Center, Pollution Processor and Atmospheric Renewer.

Sadly the Benefits stack, so you can easily get past 100% Pollution without the Core Minor Dump.
