In the last patch update there was something about improved call for vote.

How do you call for a counsel gathering to vote?

Do you have to buy votes from another race for way to much?

its a diplomatic choice to buy/get votes, Good Diplomacy and they will vote you sometimes or you force them too.

You need 2/3 to be elected, so get a big empire and fully vote for yourself easy win :P.

Council will meet when every race know every race.

Way down in the choice for diplomatic options there is vote for me.

You can try to bribe them to vote for you, but as soon as you get big enough you can just easily force them to vote and they will do it.

On my last playthrough after I defeated the guardian I could force all other races to vote for me, so it was a landslide victory, even the second strongest race voted for me as boss of the galaxy.

Currently this and the option to demand colonies from other races are the only useful options in diplomacy everything else is more or less useless.

The tech exchange is nice if you need the money, and as the Ai seems to be unable to do anything with the new tech anyway.

And threats can be easily ignored as they will not attack anyway.
