Ideas: Balancing for keeping up the Compet...

As most of you are probably aware, the single-biggest Issue of  MOO2 and the new WG-MOO was and is

ONE Race (best-case: yours) dominating all other races through superior tech.

You can have stealth ships, growth bonus, combat bonus, def bonus, wtfever bonus. Doesn't really matter much.

It all comes down to who gets the best tech the fastest and then kicks everybodys asses HARD.

Since e.g. the Psilons rely on technology, they tended to be the most badass race back in MOO2, despite their feeble Low-G  nature.

Now, a (stolen) Idea for balancing that out a little bit:

If you are ahead in research over the other races, you would recieve a penalty for your future research efforts.

This Idea is remotely related to the Tech-System of Europa Universalis IV, in which you will have to put extra effort into researching advancements that have not yet been discovered by other competing nations.

The extent of these penalties are of course variable and can be adjusted and fine-tuned over the early-Access & Beta Phases of MOO.

IMHO, it would really add to the competitiveness of technologically inferior races, hence making the game more interesting over a longer period of time.

I think the system you miss is "spying" and I do think that this is a balancing issue: If spying is cheap enough to be worthwhile and anti-spy operations costly enough so that you can not advance in tach to quick the problem is solved.

It is about the balance of your tech, your spying, your food, your ships.

Problem is: I don't see that if you haven't a own "spy" list as you have a "researcher"/"farmer"/"producer" list of your population.
